Nowadays, the internet has become an integral and essential part of daily living that majority of people have become attached to it and while some had taken it for granted. The many uses of the internet, running the gamut from personal communication to business services, have guaranteed that this robust technology is here to stay.

The Philippine National Police, Integrated Transformation Program-Performance Governance System (PNP ITP-PGS) Roadmap 20301, considered as the bible of the organization, embodies the different program of action to be initiated to achieve the PNP vision segmented into the following perspectives: the process excellence, learning and growth, resource management and stakeholders’ support. The role of the PNP Firearms Explosives Office (FEO) in firearms licensing falls under the process excellence perspectives through the integrated ”Quad+” concept of operations. The Quad operation covers the main functions of the PNP in- police operations, investigations, intelligence, and community relations. The plus (+) sign denotes the information technology and its importance in police operations.

The technology is the main instrument used in the records management, control and monitoring of explosives and firearms most especially in licensing.

Data from the PNP FEO as of January 25, 2011, shows that the country today has an estimated 2,617,335 billion firearms. Of which 1,446,720 million is licensed or only 52% is accounted, the unrenewed licenses is 619,664 while the loose firearms in the general public is at 550,951.
